Saito is, in a word, girly. Despite being a bloke (and explicitly stating it without any hesitation), he is exceedingly girly.
Saito has a rather diminutive build. While most boys his age would likely be developing and would start to be looking more "manly," Saito is instead naturally short and slim. In fact, this is to the extent that girls have gotten jealous of his figure. Some would say that how he looks is somewhat unhealthy, but evidence suggests that Saito's waifish body is more the result of genetics and high metabolism than anything else.

From the outset, Saito appears to be a rather lively character. Rarely without a smile on his face, Saito is constantly skipping about the place with what seems to be boundless energy and a spring in his step. In fact, some scientists have put forward the hypothesis that putting him into a hamster wheel for five minutes could power a third-world country for a day. That is not to say Saito does not know when to be calm, or that he doesn't like to be laid-back - he enjoys it, in fact. He just finds that being happy-go-lucky and such makes him a more convincing (or attractive) girl.
Saito can also be seen as quite a mischievous character. He only has one prank, but it's a fairly good one - convincing other people that he's a girl, in other words. He means no harm by it, and genuinely tries to keep people thinking that he's just joking with them after the reveal - Saito just loves the look of shock when somebody finally realises or is told that the person they think is prettier than them or their girlfriend is actually a boy in girl's clothing. With people he has already revealed himself to, it becomes a matter of making them question their sexuality, but he has only had varying degrees of success so far.
Despite his love for cross-dressing, however, Saito has no issues with identifying as male, and being attracted to both men and women. He simply enjoys wearing women's clothing in the same way that one person might enjoy wearing a particular shirt, or certain pair of jeans. While people questioning his - and their - sexuality amuses him greatly, at the end of the day, it's more a matter of the type of clothes he enjoys wearing and how he feels in them, as opposed to the reactions he gets from people when he goes out wearing them.
When it comes down to it, however, Saito just enjoys seeing people be happy. He knows how and when to be serious, sad, and the like - but that doesn't mean he has to like it. Saito just wants people to smile, and to have at least one thing in their lives that makes them happy, if only for a moment.

Born the son of an engineer and a computer technician, it seemed that Saito was already destined to be a genius. And, from an early age, it appeared that he was - his cognitive abilities were impressive, and his ability to take in information was quite impressive. However, it soon became evident that he wasn't the genius his parents had anticipated - not in the traditional sense, anyhow. While not incompetent, Saito was usually mediocre when it came to things like maths or science, and while he passed the tests easily enough, it would have been a stretch to say that he had any real potential in them. That lay in other areas.
Saito was charismatic - at least, as charismatic as a child could be. Funny and charming (to other people his age), Saito could enrapture people no matter what he said. This was only helped further by his abilities in literature. If there was one thing the boy loved, it was freedom - the freedom to be who he wanted, how he wanted, when he wanted. And, while playing in the park with his friends was one way, he found that books were even better for it. He read for hours upon hours sometimes, imagining himself in foreign lands and on alien planets, as a hero or a villain - Saito became whoever he wanted to. With a wild imagination and a passion for reading and writing, it was only natural that his literacy skills were his finest point.
One day, while at a friend's house, he was dared to try on girl's clothing. Though reluctant to at first, Saito eventually gave in. It wasn't that he was afraid that he'd like it - he just felt it would be embarrassing to be seen wearing it. However, while wearing it, something struck him. He did, in fact, like wearing it. He couldn't quite explain why, but wearing a skirt and a tight shirt made him feel more complete, like it was something he didn't know he'd wanted until he'd tried it.
Just before his second year of high school, Saito's parents had to leave due to their jobs. They never fully explained to Saito why, but both revealed that they wouldn't be able to see him very often, unless it was a holiday or something else came up. Though saddened, Saito was mature enough to get on with his life. He was sent money and gifts, and both parents called and visited whenever they could, so it wasn't like he didn't feel loved. He was just disappointed that they couldn't spend more time with him in person. What really hit him was that he would have to move to a different town - not that he had many close friends, but he still felt that he would have preferred to stay.
However, he did find one bright side to it all.
His parents' new positions meant that they had received a substantial pay rise - and that meant Saito received quite a lot of money, for a person his age. And, with his parents rarely at home and with him having disposable income, Saito could now indulge in his newfound hobby. And nobody would even know who he was, given that he was new in town. He knew full well how feminine he looked, and how he would be able to pull off girl's clothing. Saito felt that his second year in high school would be his most eventful yet.The Roleplayer's Corner

Saito began scratching his head in confusion, his gaze darting this way and that. He was by no means as worried as his actions made him out to be, but he was still quite frustrated with the situation at hand. Eventually, it got to the point where he decided to just give up and go home. he was sure he had a map of the town somewhere - he just wished that he'd gotten out more. He suspected that would have made things far easier on him.
"Um... Excuse me? Miss?"
A boy - around Saito's age - approached him.
Saito turned to the stranger, his head cocked slightly to one side.
"Mm? Can I help you?"
"Um, well, you just seemed kind of, uh... lost. And I thought you might want some directions."
Saito was no mind-reader, but even he could tell when someone was being nervous around him. He decided to have a little fun - nothing that he thought would hurt, but would still likely be mildly embarrassing.
Saito adopted a small, cute smile, and his voice perked up noticeably. He was trying, for all intents and purposes, to like what was possibly the cutest girl in the town. And, judging by how the stranger reacted, his act was working.
